Overview

How the platform is used

The Ministry of Transport describes Total Mobility as a scheme that complements public transport for people whose disability prevents them using buses, trains or ferries, or getting to where public transport starts. It also funds wheelchair hoists in taxi vans. There is no minimum fare threshold. The maximum subsidy varies between regions.

From 1 July 2026 the subsidy rate changed to 65 percent, down from 75 percent. Fare caps in most regions also reduced. Those figures are government settings, checked on 27 September 2026. Operators should confirm current regional caps with their council.

maas.maker can help a contracted operator take bookings, assign wheelchair-capable vehicles and export trip records a council needs. It is not Waka Kotahi software and it does not issue Total Mobility cards.

Hoist jobs first

Trips that need a wheelchair-capable van are assigned to vehicles marked as such.

Door-to-door records

Origins are addresses, not virtual bus stops. That is the scheme design.

Subsidy-oriented export

Trip fares and timestamps export. The 65 percent calculation remains a regional administration task.

Phone booking

Many Total Mobility users book by phone. The channel stays first-class.

How a tenant goes live

Scope

We walk through service type, fleet, booking channels and the reports you already have to file.

Configure

Branding, stops, hours, vehicle classes and assignment rules land in one tenant.

Train

Dispatchers, drivers and coordinators practise on the live board before opening hours.

Go live

The first operating weeks are coached. Exceptions, not the happy path, are the real product.

What you actually buy

Modules you can combine. One tenant.

Start with booking, dispatch and the driver app. Add passenger apps, pooling rules, feeds and exports when the service needs them.
